Can I use Valueheart and the Simparica Flea and Tick together on dogs? Seems more cost effective for me having three dogs.

Is this a Generic brand for Heartguard.

Both are using Ivermectin as heartworm preventative, however, Heartgard has Pyrantel as well, which covers some other intestinal worms. Valuheart on the other hand is only for heartworm.
